The law relating to sale of goods has a very long history where the earliest writing in the form of a text book was written by Sir MacKenize Chalmers in 1890, three years prior to the passing of the Sale of goods act of 1893 by the UK parliament. Charmers wrote his monograph based on the available common law. found in the decisions of the courts during the previous years. All the time Chalmers wrote his monograph in 1890, the UK parliament had enacted the factor's act of 1889. Chalmers added a commentary on the factors act in his book on Sale of Goods. When the UK parliament chose 1893, that the law applicable to sales was ripe for legislation, the UK parliament chose Chalmers to draft the status. Chalmers had his monograph of 1890 to provide a most valuable base to draw from. Base on the common law precedents found in his book, Chalmers drafted the Sale of Goods act. It is a source of most valuable research to find the original draft which Chalmers presented to the UK parliament in 1893 with explanatory notes, preserved in the Bodlean Library which is a part of the Oxford University, and is protected for researchers to study. The 1893 UK act remained unaltered until 1979. The original 1893 UK act was introduced by the colonial administration to most of Britain's colonies. As such, Ceylon at the time being governed as a crown colony under the Colebrooke-Cameron reforms, enacted the Sale of Goods act of the UK, of 1893 in 1896, and became the sales law of the newly acquired colony, on 1st of January 1897. It remains unchanged to this day, during the past 122 years.
